The Ministry of Communication and Information (Kominfo) hopes that the regulation of publisher rights can be completed. When it applies later, Google and Facebook must pay for news content.
Director General of IKP, Ministry of Communication and Informatics, Usman Kansong, said that the regulation of publisher rights covers several important issues. One of the issues of concern relates to changes in data, namely changes in algorithms carried out by global media.
"It must be informed to us (national media), so that we know that all this time the algorithm has suddenly changed, even though it is important, now the algorithm is the king, he said. Perpres," said Usman in a written statement.
In addition, the issues that arise are related to negotiations between platforms in Indonesia and global platforms, such as Facebook or Google.
"You can take content, but that's the cost or you pay, that's one of the elements discussed in the draft regulation. The goal is to achieve what is called quality journalism or good journalism," he said.
He gave an example in Austrialia with the bargaining code (negotiations) that there was an increase in media income by around 30%.
"With such a rule, the global platform is also responsible, but the title of the regulation is called 'Responsibility of the Global Platform for Creating Quality Journalism'. Publisher Rights Academic Manuscript Submission
Minister of Communication and Information (Menkominfo) Johnny G. Plate received an academic manuscript related to the regulation of publisher rights from the Chairman of the Commission for Inter-Institutional and International Relations of the Press Council, Agus Sudibyo.
This academic paper will be the basis for the proposed legal umbrella regarding publisher rights that will be proposed by President Joko Widodo (Jokowi).
Usman said that the preparation of academic manuscripts is one step to improve the status of the draft that was submitted in October 2021. With this, it means that it is a step further in realizing publisher rights arrangements.
Furthermore, according to Director General Usman Kansong, the Minister of Communication and Information will write to the Ministry of State Secretariat (Setneg) by attaching an academic text of the regulation on publisher rights. Later, the State Secretariat will provide some kind of direction, whether it be a Government Regulation or a Presidential Regulation.
"The Press Council has officially submitted the academic manuscript to the Minister of Communication and Information and we will also publish this to the public that there are stages that are more advanced than before, which are still in the form of drafts. Press Council and Ministry of Communication and Informatics," he explained.
As stated by Usman, according to the direction of the Minister of Communication and Information, the Ministry of Communication and Information will involve the Media Sustainability Task Force and the public if the process of drafting this regulation continues to the next stage.

If it is in the form of a Presidential Decree, then the State Secretariat and the President are fully entitled to it.
