The Twitter Circle feature has been tested since May on random Android and iOS app users. But today it is given to all users on Android, iOS platforms and also websites globally.
With Circle, users can create small groups of personal choice of up to 150 members. When a tweet is sent using this feature, only 150 members of this group can see it on their timeline. With this discussion in smaller groups can be done without the issue of other users interrupting. To try this feature please relaunch the Twitter app on the app.
