Japan in the 80s was seen as a much more advanced country than Malaysia. Because of Japan's sophistication, many futuristic and cyberpunk works use Japan as a basis. But after four decades, Japan seems to be static in the 90s and we are more advanced in the use of digital technology.
One of the strange things in Japan is that any government business requires people to hand over documents on a compact disc or floppy disk. Submission of documents in digital form is not yet supported at the national level.
Because of this, Japan's Digital Minister, Taro Kono said the government will change the requirement to send documents using a storage medium that is almost extinct in Malaysia. There are 1900 laws and guidelines in Japan that still require this physical data system for official government business under the country's digitization plan.
Previously, Japan had also started steps to no longer use fax machines for official government business. If you feel that the system used in Malaysia is outdated, Japan is actually more tragic with changes only being made now.
