Budget 2023 – Excise Duty To Be Charged On Electronic Cigarette Liquids

Prime Minister Datuk Seri Anwar Ibrahim announced that the government will start imposing excise duty on liquids used in electronic cigarettes or vaping. Duty will only be levied on liquids containing nicotine.

The vape industry in Malaysia is now estimated to be worth RM2 billion even though it is illegal. Through this duty, 50% of the revenue collected will be channeled to the Ministry of Health Malaysia as an effort to improve the quality of health services. At the same time, this is the government's move to support the Generational Endgame (GEG) effort that was announced earlier.
