Threads has tens of millions of daily users according to Mark Zuckerberg. But like all social media, the spam issue is now starting to exist on this platform that is not even a month old. Adam Mosseri who is the head at Threads says they are now aware of this problem.
Therefore the limit started to apply to some users who are suspected of sending spam. This block is similar to what Twitter did a few weeks ago after the site's data was allegedly stolen by a third party.
