As you know, Russia is currently facing economic sanctions led by the United States, where it is very difficult for the government to do any transaction with any party, from the government to MNC companies.
One of the issues plaguing the country is the lack of supply of processing chips and computer components, which is one of the heaviest economic restrictions imposed on the country.
Because of this, the Russian government has made an announcement that they want to develop processing chips with 28nm and also 14nm processes with an investment of $38.43 billion by 2030.
The government's plan for the near term is to develop chip production infrastructure starting with equipment to develop chips using the 90nm process, by the end of this year, and spend $5 billion to upgrade this equipment.
The government's expectation is that by 2027, they will be able to develop chips with a 28nm process, and three years later, in 2030, develop processing chips with a 14nm process.
Russia expects that it will be able to obtain equipment to develop these chips from China, which is also now seen to be increasingly developing equipment to build its own processing chips. It's no surprise that Huawei has recently developed the Kirin 9000s chip using their own 7nm process.
