The Circle to Search feature is a feature that I use every day on the Galaxy S24 series as it is very useful for finding products in videos and identifying objects directly from the camera. It is now also available on the Google Pixel 8 series. For other Android device owners, this feature is not coming anytime soon.
According to a report from Samsung Netherlands, Circle to Search is exclusive on Samsung and Google devices until September 2024. Other Android manufacturers can only offer Circle to Search on their devices after October 5, 2024. But at this point there is no development done by other manufacturers to offer it.
This may be a more significant issue for device manufacturers from China as Google services cannot be used. Samsung has made Baidu a Google replacement for Galaxy AI in China. Therefore a feature like Circle to Search using AI Ernie developed by Baidu is offered on the S24 series in China.
