The Malaysian Communications and Multimedia Commission (MCMC) today informed that the selection of U Mobile was made based on a number of factors such as the business and technical plans submitted, customer complaint rate records, as well as performance in implementing other infrastructure initiatives. MCMC also emphasized that this also takes into account Universal Service Provision projects such as JENDELA Phase 1, and the 4G Upgrade Project.
In addition, SKMM also said that it takes into account the aspect of increased competition for a better user experience. It was also emphasized that Malaysia's Second 5G Network will use entirely private funds, in addition to which DNB will continue to operate as usual.
For information, through the MYJendela site, it is ready to display the report document for Jendela Phase 1, which shows that U Mobile achieved a site station upgrade rate of 100%, while Maxis, Celcom and Digi, respectively, 99.60%, 99.93% and 99.86% . However, through further information on the shared document, it was stated that the delay was due to the permission of the local authorities, in addition to the location of the excavation. It also shows that Maxis has a higher number of base stations than others – before Celcom and Digi were combined.
In addition, it was also shown that the 4G tower performance for Maxis reached 100%, while U Mobile was only 99.67%. Again it is emphasized that the delay is due to the permission of the local authorities.
MCMC also explained which regulatory responsibilities towards U Mobile can be enforced in accordance with the established compliance, and if not, penalties can be imposed. In addition, SKMM said they are aware of the current foreign shareholding in U Mobile, and licensees need to inform SKMM if there is a change in the company's foreign shareholding. U Mobile has previously stated that it will reduce its foreign shareholding to 20%.
SKMM also said U Mobile will be provided with 5G spectrum bands in developing Malaysia's Second 5G Network, and will be charged related fees. The amount involved has not been disclosed at this time.
U Mobile has previously shared that it may collaborate with CelcomDigi and Telekom Malaysia in the development of 5G networks, in addition to collaborating with Huawei for technology offerings. At the same time, U Mobile previously stated that their users are currently using the highest 5G capacity.
