X Says It Has Less Than 8 Million Users in Malaysia, Not Subject to Social Media License

Malaysia has begun enforcing new legislation starting January 1, 2025, which requires all social media platforms with more than 8 million users to have a social media service license to continue operating in Malaysia – or face fines. In parallel, WeChat and TikTok have now received licenses, while Meta and Telegram are in the process of applying.

As for X, they say they have less than 8 million users in Malaysia, and are not subject to the license. In parallel, MCMC is currently reviewing it based on reports.

According to oour review of X’s advertising platform for reach, it is targeting a reach of around 4.8 million to 5.3 million accounts for ad targeting in the Malaysian market.

In addition to X, Google has also not applied for a license for YouTube, due to its position as a video sharing platform. MCMC said it is ensuring the characteristics and classification of video sharing under the Licensing Framework.
